WG 3 – AI Agents for Administration

What is it about?

The digital transformation of student education encompasses not only didactic questions, but also the administrative processes that support the organization, legal framework and operation of studying and teaching. The WG 3 examines how AI-based assistance systems can specifically support university administration – responsibly, based on sound professional expertise and in close coordination with the experts involved.

AI agents can make complex information more accessible, make recurring tasks more efficient and specifically support professionally demanding processes. The objective is to identify potential for workload relief, quality assurance and procedural reliability and translate it into practical solutions – with particular attention to data protection and high user-friendliness. Administration is not understood as a downstream support structure, but as an active part of a future-proof teaching and study operation.

Objectives & Approach

The pilot project “Regulations Assistant for Studying and Teaching” is currently at the center of WG 3: an AI-supported assistance system that supports the creation of new and revision of existing General Study and Examination Regulations – for example through structured preparation of drafts, checks for consistency and regulatory gaps, indications of interactions with other regulations and legal framework conditions, and more efficient coordination processes.

The assistant does not replace professional or legal decision-making, but supports the experts involved in a complex field of work: AI as assistance, not as a replacement for professional review. The project is divided into four consecutive phases:

Phase 1: Initialization and Requirements
  • Define the field of application and prioritize the “Regulations Assistant” pilot project
  • Collect and structure professional, technical and organizational requirements
  • Coordinate with the subject-matter experts involved
Phase 2: Analysis and Conceptualization
  • Identify relevant regulations, legal references and document formats
  • Review interfaces and potential system integrations
  • Develop an architecture and implementation concept (components, data flows, input and output logic)
Phase 3: Prototype and Validation
  • Develop a functional prototype for defined use cases
  • Test with subject-matter experts and evaluate the quality of results
  • Derive and incorporate optimization needs
Phase 4: Consolidation and Expansion
  • Evaluate usefulness, scalability and transferability to further administrative processes
  • Decide on consolidation and expansion

Current: Regulations Assistant Pilot Project

The pilot project is currently in the conceptual and professional preparation phase. The focus is on defining professional and functional requirements, reviewing suitable interfaces, determining hardware and software requirements, and coordinating with subject-matter experts on requirements for the system’s input, processing and output.

The objective of this phase is a robust target vision that meets both professional needs and the technical and organizational framework conditions of Hamburg University of Technology – integrable into existing processes, traceable in use and capable of long-term further development.
