WG 1 – Framework Conditions for AI

What is it about?

Artificial intelligence opens up new opportunities for studying, teaching, research and administration. At the same time, its use raises fundamental ethical, legal, organizational and technical questions. For AI to be used responsibly, transparently and securely at Hamburg University of Technology, clear framework conditions are needed.

The WG 1 develops guidelines, standards and governance structures for this purpose, providing orientation while also enabling innovation. Legal requirements, ethical principles, data protection, information security and technical quality standards are taken into account.

Objectives & Approach

The objective of WG 1 is a university-wide orientation and governance process that identifies and supports projects involving AI at an early stage. Project participants should already be supported at the beginning of a project in systematically considering ethical, legal, organizational and technical issues – from required reviews and responsibilities to requirements for data protection, transparency, security and traceability.

This creates a framework that provides orientation and helps implement AI projects at Hamburg University of Technology responsibly, in compliance with legal requirements and with quality assurance. WG 1 proceeds through four consecutive phases:

Phase 1: Development of an AI Policy
  • Analysis and Stocktaking
  • Identify existing regulations, guidelines and processes
  • Collect legal, ethical and technical requirements
  • Draft a written guideline and checklist
Phase 2: Development of a Digital Governance Process
  • Analysis and stocktaking of suitable tools
  • Development of an online questionnaire
  • Integration of questionnaire responses into a database
  • Integration of questionnaire responses into KANBAN
Phase 3: Testing Phase
  • Presentation of the prototype to the University Board and other Working Groups
  • Define responsibilities and decision-making processes
  • Conduct initial test runs
  • Gather and incorporate feedback
Phase 4: Rollout
  • Communicate guidelines and standards in an appropriate form
  • Establish support and advisory structures
  • Publish the process at Hamburg University of Technology

Current: Development of a Digital Governance Process

Process development is shortly before completion. The next step is to present the developed prototype, coordinate it with the relevant stakeholders and test it in initial trial runs. The feedback gathered will feed into further development before the process is communicated and rolled out across the university.
