Capacity-building

European universities participate in capacity-building project networks to support the development of university systems and universities in third countries.

Capacity building projects focus on curriculum development, modernisation of the governance and management of higher education institutions and systems, and strengthening relations between higher education and the wider economic and social environment.

A consortium must contain at least three universities from three different programme countries and at least three universities from a partner country or at least two universities from several partner countries.

Projects last two or three years.

Support for policy reform

This key action involves supporting progress in the educational reform process in Europe. 

There are three funding areas:

- Forward-looking cooperation projects

- European policy experimentations

- Promotion of social inclusion
