Abstract: This paper deals with the question how kinetic energy stored in wind turbine rotors can be used to damp inter-area-modes in an electrical power system using local and wide area control schemes. The first section is a general assessment of feasibility on a theoretical basis. In the second section, control topologies are examined. Existing research projects have proposed control concepts for wind power plants that utilize locally acquired data (i.e. voltage and frequency) and do thus not require a widespread communication system. This paper seeks to analyze how a fast and reliable in-formation infrastructure can help improve such schemes in widespread power systems by allowing other system state variables to form a controller input. The damping abilities of these topologies are compared via simulation.
